  • What to Ask Before Hiring a Lead-Abatement Firm in NYC

Hiring the wrong firm for lead-paint work can mean failed documentation, delays, and a violation that stays open. Here are the questions worth asking before you sign anything.

First, which certification does the job require?

According to HPD, routine repairs and renovation call for an EPA Renovation, Repair and Painting (RRP) certified firm. Work to correct a violation or City order calls for an EPA lead-based paint abatement certified firm with certified abatement workers and supervisors. Larger jobs in units where a child under six spends 10 or more hours a week can require both.

Six questions to ask any firm

    • What is your company’s legal name, and can I see your current EPA firm certification?
    • Will the workers and supervisors on my job hold the required EPA certifications?
    • Can you provide a certificate of insurance?
    • What exactly is included in the scope, and what is excluded?
    • Who will arrange the independent dust clearance testing?
    • What documentation will I receive when the work is complete?

    Why independent testing matters

XRF paint inspections and dust clearance sampling must be done by EPA-certified professionals who are independent of the owner and of the firm doing the work. Surfaces must be clear of lead-contaminated dust before tenants reoccupy the area.

    Keep the paperwork

Owners must keep lead-based paint records for at least 10 years. Ask up front what the firm will hand over: certificates, an affidavit, work descriptions or invoices, and the dust clearance results.
